[2019] Problems fast traveling to Harper's Ferry?

For a long while now, it feels like every single time I fast travel to Harper's Ferry something goes wrong. For a while, I would fast travel there and find myself in total darkness with the screen going black.

When I fast traveled there today, there was no darkness, but I was immediately disconnected. BTW today was the first time in a while that I actually tried to directly fast travel there.

It had gotten so bad that I didn't even try fast traveling there anymore. Instead I found myself fast traveling to a nearby power station and walking to Harper's Ferry.

Has anyone else had this problem?
