Immediately following BE3, an article about an E3 special was posted on the official website. It clearly says "from now until...". I went to buy the atoms and the "Buy Atoms" window just showed the regular 1,000 + 100 bonus atoms. I figured it must give you the rewards after the transaction. I was mistaken.
I guess "now" doesn't actually mean "now". I expect that this will be added later in the day but I really wish they would have waited to post that article or at least given a time that the deal would start rather than simply saying "now". I should have been patient and just waited but after double-checking the article I went ahead and made the purchase. I'm not posting for sympathy or just to complain, I just want others who might be online before this deal goes up know that it is not yet live.
Edit: I just checked the official forum and others are reporting the same thing.
