Frustrating issue with unlocking churning mists aether currnet, could really use some input

I have unlocked all the aether currents in churning mists (quests as well) except for one: The area is called tharl om khash. It is supposed to be at top of stairs at x 18 y 8.

I had never been to this area before: the map was under a fog. I am certain of it. I go there for the first time and there is no aether current.

I backtracked every other area and I have unlocked them all.

The aether current is not there. I can never fly in this zone. has anyone encountered this bug?
