The in-game language settings only display two options: Russian and some Japanese (I think). My preferred uplay account langauge is set to English. The country is Russian Federation. I haven't tried reinstalling the game yet.

Hey there @petergriffith, thank you for taking the time to get in touch. The languages available for you will depend on the region where you purchased the game from. We cannot manually add languages from our end. That said, if you are still experiencing troubles we will gladly look into it further, please just let me know.
KingKatura also shares some very good points here, it's important to make sure that when you were purchasing the game, you were not utilising something such as a VPN. This is because as per my last message, The languages available for you will depend on the region where you purchased the game from.
