For honor will gives me two errors "unable to detect uplay installation" and then "untrusted system file uxtheme.dll" when I try to launch the game. I've tried reinstalling Ubisoft connect and for honor both as well as installing for honor via steam and the Ubisoft app. I've reinstalled and repaired easyanticheat to no effect and I've tried launching absolutely every program as admin. I've tried making a second windows account/login and going from there which also did nothing. I've verified and repaired the game via steam to no effect. I've seen that it should be doable from the Ubisoft app as well but there is no such button for me under properties, only "unlock a test version" and "add command line arguments".

I've no idea what to do at this point so any help will be appreciated.

Sorry to hear that you are unable to start your game.

After checking, this error refers to the modified system file, which prevents easy anti-cheat from starting.

In this case, it might be a corrupted system file. Can you please perform all the troubleshooting steps listed in this official Microsoft article? Performing these steps should repair any corrupted/modified system files.
