Is this a normal thing? Takes like 4-5min to optimize, load, connect, load into a game.
the phone has not been restarted. It will happen even if I close the game and start it back up a few minutes later.

Are you actually completing a match? If you open Fortnite and close it without playing a match, optimization will still need to happen when you relaunch.
Yep. I played for an hour yesterday at work (it's slow at work don't judge lol). Then had to do a few things. Took my phone out to play a couple more matches and it was right back to optimizing
