Not every player will have the same experience. There are overall performance concerns with iOS 13 beta for the majority of players.
Will there be support for l3 and r3 on Xbox and PS4 controllers anytime soon as the game is allowed to run on iOS 13 beta?
Not prior to the public release of iOS 13.

You need to downgrade from iOS 13 by using a PC and following the instructions on Apples website.
