Ok thanks for the tip and yes the team can look into it or might it just be xbox live services having any issues?

OK so... While it's on that screen hold the Xbox button on the controller. Go over to restart and click. Let it fully restart and it should move past this. I had it last week.
I actually found success on my end not after doing the shutdown via controller, but by pressing the button on the front of the console - so you get the full Xbox boot up process.
I tried the console power cycle twice, but had 0 success. The full restart from the controller fixed it for me. Whatever works!!
