I've completed all of the achievements from Rising Flames except for the 1000 gold patron. I've received the Dragonscale Epaulettes box, obtained 7/7 mastery points, but I do not have the Master Achievement Reward filled in in the journal under Rising Flames.
Is it intended that players have to spend 1000 gold in order to "complete" their journal?

No problem! Making players spend 1000 gold for the story journal achievement complete is something we would never, ever do:)

Oh, it's not for map completion! It's for the Story Journal completion! It still seems strange to me, but not as super high priority, probably.
