Today I noticed a difference in the way Ascended (or any other rarity, other than Legendary) show their effects as opposed to the Legendary Armor piece its self, at least the gloves. When a piece of armor is transmuted to be the Legendary Skin, the stow effect, doesn't complete all the way, where it does with the actual Legendary piece.
I link two pictures below, one of an Elementalist (1) with Ascended Armor transmuted into Legendary Skins, and the other a Mesmer (2) with the actual piece of legendary gear.

In both pictures the weapon has been stowed for at least 10 seconds, as well as hiding or removing and then putting it back on or unhiding the piece of armor doesn't change the end result of the gloves.
I will admit, I do like some of armor pieces drawn effects much better than stowed, but I do feel like it still is a bug and should be fixed for the people who like the stowed effects more, but can't afford to make multiple sets of legendary light armor.
I'm really interested where the bug lies, if its in the way Transmutation functions, or if its just the way the stow/draw effects work. If you have any insight, I would love to hear it. I also only looked at light armor, if anyone wants to look at medium or heavy.
TLDR: Legendary Armor works differently than just skins transmuted to look like it.
