[2023] Can't equip elite spec weapon on leveling character with weaponmaster training unlocked [Merged]

Thank you all for flagging this. I want to let you know that this change was not intended and we are working on a fix. We plan to ship that to you by mid-January. When this fix is live, Weaponmaster Training will be available—once unlocked--to all characters on your account as long as you have at least one level 80 character.
