[2020] CE is 100 percent installed yet doesn't do anything, it just tells em it is not installed when I try to play it.

Is this Steam or Microsoft Store? I assume you've tried restarting Steam/client? And rebooting your PC? If you're still stuck, can you please file a bug ticket at support.halowaypoint.com?
