Yes, because the backdrops were added _today_. So it's wanting me to rebuy the entire bundle again to get the newly added backdrop.

Also I own all the regional bundles previously. So I'm missing 4 backdrops now and rebuying all of them again would be costly. :(
You won't have to re-purchase them, don't sweat that.
Whether they unlock in a bit or not is a different question that I'm chasing down now. It's entirely possible they'll pop up when the patch is complete.

Can confirm. I just tried to purchase all HCS regional collections and got the same error. Backdrops are all still locked.

Chiming in because I have a similar issue: When these bundles were first announced, the backdrop was mentioned in the promotional images but, when seeing it in the store, the aforementioned didn't show up anywhere, the bundle contents just numbered 5 things in its offering too, that changed today and the number of things that you get is the correct one now, my assumption is that the bundle itself is technically considered a different one thanks to the backdrop - which should've always been there - so the game wants you to buy it even if you have the rest of it already.
P.s.: I'm uncertain if this would solve this but, maybe, if nothing quick works, a desperate solution would be to remove one of the emblems (I vote for the vehicle ones) from the bundle to leave the backdrop? (at least for the time being).
The bundles are currently correctly displaying 6 items in each for me in the Shop.
If you've already purchased, you cannot re-purchase and will be granted the backdrops later. Hang tight!
