I just completed both par scores for ONI Sword Base and The Package and did not receive the nameplate. Is it delayed?
It's a manual grant that someone on the team has to do. I think there's a chance they will do one or two grants over the holiday break (I'm hearing maybe a first grant tomorrow, maybe another next Friday, etc.) but offiically, at a minimum, players can expect to get the nameplate post Jan. 1 when folks are back at work from the break.

To claim your very own Ugly Sweater nameplate, complete matches on wintry wonderlands between now and January 5, 2020. Meeting one of the following requirements will earn you the nameplate in the New Year!
Complete (without quitting) 10 matchmaking (PvP and/or Firefight) matches on snowy maps.
- Sword Base (Halo: Reach)

Or, beat the par score on any two snowy campaign missions.

Just a note that this message was specific to PC - which currently only has Halo: Reach. MCC players on Xbox One can also earn the nameplate via the same criteria on snowy MP and Campaign maps from other Halo titles in the collection.
