[2022] Anyone else find the AI does not design or build carrier planes?

guess I need to do some tests with the release vesion.  

I mean they do damage, but my testing has shown BBs to be more worthwhile building

As USA it's extreemly simple to hold Guam, Wake, and Phoenix Island, and from those you can do your island hoping campaign. Drop some Airbases on each populate with PBY's and Med bombers and walla..

I tend to use Pheonix and Wake to all of Eastern Micronesia, then Grab Carolina Islands to venture into grabbing all the islands in the Bsmark Sea, north to the Marinaras, etc etc
