Eh, I know the Soviets can be hard to spy on thanks to their bonuses, but don't be discouraged from doing so even if you lack a Russian spy. Collab on the Soviets is potent enough to justify the attempts even if you lose a spy or two.
The goal is just to get the network to the proper strength ASAP.

Using two bad spies for fascist France, I am gaining 0.5 network strength a day with a max of 72%. Note the substantial counterintelligence penalty.
But...
... I only need 50% to run collab.
So, I need around 100 days to get network strength up to the requisite amount. Then I put the network to sleep while we gather the CIC and equipment to run collab. 2 spies required, but once the mission launches, network strength no longer matters.
