Well, I'm not a math whiz, but I can tell you the following things:

Any equipment that exists at game start is effectively free to you. Selling it is pure profit.

Unless you need the planes for SCW or Ethiopia or some kind of early war, selling this stuff is no-brainer. Interwar planes are so bad that by the time 1939 rolls around, they are only useful as trainers while wings exercise, if that. I'd rather sell them to neighbors and use the CIC gained to build more stuff.

In all other cases, unless your are doing some kind of weird meme build like I did with Italy when AAT came out, you shouldn't be trying to build equipment specifically for sale. I can't imagine it would be more profitable than just spamming CIC or conquering territory with resources you can readily sell.

Peaceful neutral Italy sells weapons to both sides of WW2 and helps the war drag out to 1950 since everyone can just buy more Italian tanks and planes.

It's the most boring way to play HOI4, but it's also the most profitable for Italy.

While luckily nothing gets discarded or decays and some buffer isn't bad it start to become dead capital though, if the stored EC reaches and stays in the thousands.

Yeah. That's something I make clear in my video. You need enough CIVs to justify the arms you sell.

It's also why importing resources to make weapons for selling is stupid. Even if you sell 100% of the weapons, you won't have the CIVs to necessarily spend the capacity surplus in a time frame that matters. Spending CIVs to fuel MIC to boost CIV output is a strategy for failure.

Now, running MIC with resource deficits to sell equipment without importing resources. That might be viable as a neutral. Haven't tested that.
