Dunno. I've been playing Vic3 for the past month.

So, my dreadnoughts are pretty good, but I can't afford the rubber needed for radios to maintain larger navies. I seem to be using lots of oil to speed up the extraction of coal as my industries and fleets are starving for coal.

Also, I'd implement colonial exploitation in Alsace-Lorraine, Elbe, and Baden while you pursue the unification of Germany. When you discover oil in Elbe, you'll understand why.
