[2020] Half Frames on Test Server

I have an i7-6700k overclocked to 4.7 and a GTX 1070 SC with 16 gigs of ram running windows 7. I get between 60 and 120 frames on the live servers averaging more around 80 on low settings. I believe there may be some malware on my PC (I'll get strange popups now and then) and my 3 drives are at about 90% capacity but I didn't think that would make that much of an impact. My 1070 exploded earlier this year and they sent me a new one on warranty. Is it possible this new refurbished card is under performing? GPU drivers are up to date.

On the test server I have adjusted my settings to low and barely get 40 frames on average. It seems like something is wrong because other friends of mine are not having such a drastic difference. Does anyone have any suggestions? Is it possibly a windows 7 issue? Any suggestions would be appreciated.
