Well atleast you can get it, I think a bit more transparency is needed when coming to systems implemented so that the expectations are set from the get go. My own opinion of course.
We tried to be as transparent about the rewards as possible. If I remember correctly we listed all possible rewards In the stream including permanent legendary unlock as well as instances of legendaries.
