[2023] How Does Calculated Desruction Work?

Trying to understand how this works. It says 5 Point bonus, I am assuming that this bonus triggers when you have 5 points in the node. It says you should gain 3% critical strike chance per point of intelligence. However, my CSC is currently at 9% with 4 points in the CD node. When I put in the 5th point, I only see it jump to 12% CSC while my character has 23 Intelligence. Am I misunderstanding how this works?
