I don't understand crafting

So I have read the in-game crafting guide and either I must be doing something wrong or my game is bugged. I have tons of shards and I can not apply any of them to any of my items. The shards all appear in my inventory and stash but none of them appear on the list of affix or prefix shards in the crafting window. I cannot select any to apply to an item. What am I doing wrong? Even my glyphs and runes are not showing in the crafting window. It's as though I don't have any of the items for crafting.
