So I tried the Arena today for the first time, killed the boss, stepped into his poison puddle, and died (three healing potions did nothing to stop the poison). I still progressed to the next Arena tier but couldn't pick any of the nice loot.

I personally find this type of deaths really frustrating. It's not as bad as a boss exploding after death and one-shotting me, but still annoying.

Couldn't all on-ground ailments disappear when the boss dies? Or, couldn't poison stop at 1 health like in Diablo 2?

It's not a design problem. It's just a bug.

My understanding was that "active" abilities from the enemy get cancelled: abilities which they are actively casting, not abilities or effects which were already cast.

Stationary ground effects should all vanish immediately.
