[2023] Questions related to builds

Is there a full list of skills one can see beforehand and see what each do ?

Cause Like I'm trying to see if there are certain skills I am fond of (aka fit my playstyle and provide me with serotonin) but I am unsure where to find something like that.

Also an item database would be cool , Unsure if for example certain skills can only be used if you have a Staff/TwoHander/OneHanded/shield etc on you .
