I thought maybe I recalled this being talked about when the trade/ssf factions were first introduced, but I can't recall for certain.

The current game up to this point is balanced around SSF. I can level a character, craft my own items, and progress into late/end game content without much need for grind at all. It's even easier if I already have a stash full of items and crafting materials obtained on previous characters.

So then it would make sense for the base drop rates to be reduced, maybe significantly, to avoid the game being far too easy for Circle of Fortune players and prevent trade from primarily only being useful very late into the game.

I thought maybe I heard that the drop rates with reasonable investment into Circle of Fortune would be similar to what we are experiencing now. So for example maybe trade players will see exalted drops 50% less often than today, but CoF would see exalted items around the same rate as today?

This may not have come from an official source and was maybe just a speculative comment I heard/read.

I definitely think it needs to be the case to some degree, but I'm curious if there has been any official dev speak on this specifically.

The base drop rate is being reduced when item factions is added. To put the amount in perspective, once you are at about rank 3 in CoF, you'll have surpassed the current solo item acquisition rate.
