[2023] Reroll Chance Question: What Makes an Affix 'VERY RARE'?

I hope this message finds you well. I have a question about reroll chance. Specifically, I'm curious if the reroll chance also indicates how rare an affix is.

For example, the affix "Elemental Bees Per 10 Seconds" has a 94% reroll chance. Does this mean that it is one of the rarest affixes?

On the other hand, "Chance to Slow on Hit - added" has a 75% reroll chance.

The reason I ask is that on latsepochtools loot filter, both of these affixes are listed under "VERY RARE," and I would like to clarify which one is indeed very rare percentage wise.

Does this also translate into how rare the affix is for drops?
