This discussion has me curious, so yes (although we're unlikely to actively track - more likely to do spot checks).
except you are destroying the NA scene due to USA having easier immigration laws
a lot of imports will become NA residents and those teams are just going to import more koreans
the situation is destroying the local NA player base because they can't get enough competitive league scrim time against top tier teams
are you familiar with the EPL? it paid the most so the clubs brought a bunch of foreign talent to play for them. this hurt the development of English international soccer for many years.
you can add restrictions to foreign born regional players. for example, 2 imports, 2 NA players, and 1 person who is either a foreign born citizen or a NA player (a flex position).
the reason this thread was made is because your current system is going to destroy the NA scene and the crucial development of NA league. look at the state of NA league under your old and current rules. something needs to change soon. the NA league scene can't handle another 4-5 years of imports taking valuable positions needed for development.
you can also ban all foreign players from playing in contenders. that makes it a true NA developmental league.
I wouldn't go as far as you do in describing the state of the NA scene, but I do agree that development needs help - we need to do more to support the amateur system at a minimum to make sure that we are developing really good talent at the base levels. We have a vision that we can take the 13 year old with high mechanical skills, create an aspirational system where he/she wants to play, and where he/she can get coaching and all the other aspects of a team sport that our LCS teams say is missing from developing players - so that when they turn 16, they're ready to crush in Academy and everyone is watching the calendar for them to turn 17 and become LCS eligible.
This development solves the root of the problem. EU only has 11 imports across their league because the EU scene is really strong (and really big) and they can develop amazing home-grown stars (from 30+ countries...) like Caps. We aspire for a star making machine for US and Canadian kids that want to be on stage some day. We're working towards that behind the scenes - we'll share some of that soon (tm).
so you outlined a policy that could be potentially abused by foreigners, but didn't think to check to see how many players would abuse the system or place any limitations on the policy?
remember that you could destroy the development of an entire league region with your faulty policy
what are you going to do if many teams abuse the system? are you just going to cross your arms and frown and say "oh well guess NA is done"
it isn't too late to place limitations on your policy
also in the future please don't implement policy without first getting an idea of how it will be used by the people under you or place limitations on a policy until you see it used in practical applications. it is better to be conservative in cases like this.
There has been one greencard application granted in the three years this policy has been active (as I mentioned above). I would hardly call that abuse. I know of at least four applications that were abandoned because the process to get a greencard is not easy. We don't track active applications because the process is really lengthy and often not carried to completion.
