Background: For the majority of season 9 on the KR server, Challenger players have been frequently getting matched with Diamond and Master-level players. Unlike NA, this was not due to having a lack of players. Challengers were getting into lobbies in under a minute just to be greeted by Diamond teammates. This led to countless pros and streamers to complain about teammate-luck being the defining factor in most of their solo queue games.
This issue seems to have been resolved as of the maintenance on May 1st 2019.

This is just one case study. The same has been happening to all Challenger players. E.g.

The only Diamond players in high-elo games now seem to be pros or smurfs with high MMR such as APK Secret and OpT Crown.
This should also be good news to boot-campers who are currently in Korea like TL and G2.
I don't think there's been an official comment by Riot KR yet but the general consensus in the community is that matchmaking has been fixed since the update.
