On the live server, trinket swapping for shorter ward cooldown is removed. The way that wards have worked (and were intended to work) since patch 8.8 has been as followed:

If you change from your ward trinket to your sweeper trinket (which has a remarkably shorter cooldown) and swap back to your ward, your ward cooldown will be proportional to how far you progressed in your sweeper cooldown. What this means is if you have a fully recharged sweeper and switch to wards, you will have 2 wards. This means at level 1, you can get 2 wards (480 second cooldown) in 90 seconds by staying on the sweeper. (Note: based on how wards work at level 1 this isn't the case, as your first trinket swap only replenishes 1 ward, but in theory this is how it would work and is how it does work at different levels)

Now on live patch 9.24:

Ward cooldown and oracle lens cooldown are separate. If you switch from fully recharged oracle lens to ward, you will have up to 90 seconds of ward cooldown completed, not 480.

This is a massive nerf to vision not in the patch notes. Yet, the initial change was well documented and intended in the 8.8 patch notes. This has been used in high elo since it's gone out, and will massively change how the game is played.
