[2021] Remove the ban from the PBE

Who was genius who had the brilliant idea of turning bans back to pbe?? The queue is hell, I can't test skins, I can't play, I can't test vex. Every time there is a player banning vex or yone. Then someone left and I go back to the queue. All the time this.
