I would like to preface this by saying that this post is taking the discussion from an earlier post about Infinity Edge and Critical Strike Chance and taking it a step further.
At the end of season 10 when all the items were getting reworked and mythic items were about to be released. A video was put out to explain some of the reasoning behind Riots decisions around Critical Strike chance and ADC items. I am paraphrasing, but it was noted that ADC build paths were something that Riot wanted to look into (this was due to an ongoing pain point at the time surrounding Lost Chapter value vs BF Sword value). In the video, Riot stated that they wanted to make ADC's scale less exponentially, and give them more agency early game with better build paths and more stats, in change for less late game power (lower critical strike chance damage). In season 10, Critical Strike Chance had a base damage of 200% which was increased to 225% upon completing Infinity Edge. With the introduction of Kraken Slayer and its true damage, along with noonquiver and its completed Mythic items, Riot wanted to shift the power out of IE by lowering base Critical Strike Damage to 175%, and 210% with IE.
However, fast-forward to the most recent ADC items update and we are almost essentially back at square one, expect this time critical strike damage is still 175%/210% instead of 200%/225%. As per the other post surrounding Infinity Edge, the item is horribly outclassed by the other mythics and it is not because the other options are overpowered. It is because Riot basically took a legendary item and promoted it to mythic status (while removing Kraken slayer pretty much, the new one sucks) without giving it any new stats or bonus effects.
A very easy solution to the issue of Infinity Edge being outclassed by the other mythics right now would be to change the +5 AD mythic passive to +5% Critical Strike Damage, or increase the amount of Critical Strike Damage it gives upon purchasing the item. Riot Phreak did mention that this was an idea during the most recent update, however he forgot to mention how the users who are first iteming IE only have 20% critical strike chance, so 1 in every 5 autos are benefiting from the Item's passive.
So many items have been almost entirely reverted to their Season 10 states except for % Critical Strike Damage, which is causing a lot of frustration within the role at the moment.
TL:DR
In season 10 a trade off was made for less critical strike damage in exchange for better build paths and more stats early (attack speed, crit on every adc item, lifesteal) as well as a true damage option on every adc (kraken). However, with the removal of the true damage and recent nerfs to Galeforce/Stormrazor builds, Infinity Edge as a mythic and Critical Strike damage in general has become a point of frustration and could use some work.
