[2019] Cinderhulk 9.7 Buff Bugged?

So according to the item tooltip and the wiki post 9.7 cinderhulk should now burn vs monsters for 29 + 300% bonus damage (at level 18).

29 +300% is 116 at level 18

The wiki confirms this math. However in game at level 18 it burns for 87 per tick which is only 200% bonus damage.

I saw this mentioned on r/summonerschool and it got little response. For such an obvious bug or at the very least a typo why are so few people noticing and why is there no hot fix? Either to the tooltip or the item??

EDIT: As u/xflareon posted in a comment below its doing the same damage as a video from January. Therefore the 9.7 buff did not go through (except the change to the tooltip)

EDIT 2: Jatt posted below and tweeted saying he only buffed the tooltip. Changes to actual item have now been hotfixed and will be detailed in 9.8 patch notes
