[2019] I get that EUW Clash had problems, but can the notification about it at least be voluntary?

Title. The notification regarding Clash on EUW constantly pops up in the client and it even pops up during champion select regular games. I get that there are problems, that's a whole other issue. But the constant pop up annoys me more than the clash problems themselves.
