No it's a canon event, not one that has different sides that can win or lose.
IMO, if it was an event that had different sides that can win or lose, it would be much more interesting and enjoyable. Working for your preferred side till the event ends (completing missions, playing games, and then at the end which side has the most points wins), and then according to who won the story changing based on that.
For many events this is an amazing tactic and we take it frequently... an old example is the VS Event from 2017. However, sometimes we want to plan out further than the event for lore health reasons, so we need to have the "winners and losers" already planned out. Thus is the case here.

As a event maybe, but I think for LoL lore it's wouldn't be great as we would have to plan out 2 completely different ways the world changes and is effected by who won just for a event, which then would have massive ramifications on the entire world of Runeterra and anything else we do in the future that happen after the event. Not the mention that if we want to write a good story, now we have to write 2 really good stories, with one just being thrown away and it takes a ton of resources to write a good story, especially one as long as the Rise of the Sentinels story is. We wanted the story of this event have real consequences to the world and characters in it, and to do that well it only made sense to focus on one good story.
