One of its components (Winged Moonplate -- 800g, 150hp, 7% movement speed) gives 7% ms, whereas the fully upgraded item has been nerfed from 10% ms + 3% per legendary to 5% + 2.5% per legendary.
When you upgrade the item, you literally pay to downgrade the movement speed from 7% to 5%. (Mythic items don't count towards their own 'Legendary' passive stack.)

We've done a bunch of tuning passes and sometimes items slip through the cracks because their recipes weren't changed or whatever. Don't worry these weird stat shifts won't last to live.
