I don't even read the patchnotes so I might have missed something, but as far as I know she received two HUGE changes.
Her ultimate can now actually hit people. Previously I feel like unless your enemy wasn't looking at the screen, or you had rocketbelt, it felt impossible to hit your ult without setting it up with an e. Because her knockup is much earlier now, it feels 10x better to use it. And the other thing that annoyed me was the shield, why give it after the stun? Let's look at nunu, he presses ult, gains a fat shield, and stands in place for long enough to one shot you and the shield helps him survive damage until he is charged. Now with Neeko, she had to prepare a huge ultimate that takes quite a while, and without good setup is super easy to dodge. Just like Nunu she also gets a shield, but hers shield comes out after the ult...? Why? If the shield lasts 2 seconds (I don't remember exact numbers) AFTER the stun, which is maybe 1.5 seconds, you are either shielded against enemies that avoided your stun, or for a maximum of 0.5 seconds after enemies come out of the stun. I always hated the delay on her shield.
She can change into a minion. What else is there to say? I usually play draft because after reaching platinum each start of the season I just don't want anymore toxicity, and I know this probably won't work against master players, but in my low-mid elo prople (at least right now) never suspect an extra caster minion. Or even better going into their jungle, taking their blue, and then standing there waiting for the enemy jungler. Also being a control ward is op.
