[2023] What happened to the surrender rework?

I am a 100% sure that I read in some patchnotes that now an early surrender vote should go through with 4/1 votes... But I can verify that that is not the case. What happened to that update? Is it just spaghetti code and gone? Did they postpone it?

On another note: Anyone know if Rito ever adressed the stealth disconnects? Where you sit fully loaded in the loading screen but the game doesnt start on your screen and then you see the AFK warning in the loading screen.
