It make no sense, getting 3 legendary shards is hard enough, but them 3 rolling into a none legendary makes no sense. Seriously, its insanely idiotic.

This is not remotely true.
Every reroll does not take into account what was put in, and every unowned skin has an equal chance of being rolled.
