[2019] Confusion about clash tiers

So last night, my bot lane did pretty bad doing something like 6/22 combined for both games. Both were tier 3, but somehow this morning they were both bumped to tier 2. They are both low gold 4 and it was already frustrating enough playing diamonds last night. Any news on if there is a bug or if this is a widespread problem? Thanks!
