General reminder that many changes cannot be easily datamined, such as functionality changes or bugfixes, and are not always final.

 

Champions

Corki

  • Q cooldown:  9s-7s --> 8s-6s
  • E cost:  50-70 --> 50-90
Master Yi
  • Q bonus monster damage:  75-175 --> 65-165
  • W first 0.5s damage reduction:  90% --> 70%
    • remaining damage reduction is still 45%-55%
    • damage reduction from turrets is still x0.5 these values
  • W cooldown:
    • live:  9s
    • old:  15s
    • new:  10s
Pantheon
  • Q tooltip reworded to no longer imply a critical strike against low health targets, i.e. Yun Tal is not expected to trigger (which it already doesn't on live)
Rek'Sai
  • Q bonus AS:  45% --> 35%
  • W unburrow base damage:  50-150 --> 30-130
Talon
  • Q melee cast time:  0.25s --> attack windup time
  • W outgoing base damage:  40-80 --> 50-90
  • W monster damage modifier:  x1.05 --> x1.0
Twisted Fate
  • AD growth:  3.3 --> 2.5
  • W cost:  30-70 --> 50-70
  • W blue card mana restore:  50-150 --> 70-150
Vladimir
  • W current health cost:  20% --> 15%
  • W bHP scaling over 2s:  10% --> 15%
  • W damage vamp:  15% --> 30%
  • note:  There is a long-standing bug where Vlad's W healing does not factor in the bHP scaling and only heals from the base damage. As of the current PBE build this is still unfixed, which means these changes are not going to do what Riot thinks they will do.
Yuumi
  • E cooldown:  12s-10s --> 10s all ranks
  • R base heal per hit:  25 / 40 / 55  -->  35 / 50 / 65
    • best friend still heals for x1.3 these values
Ziggs
  • W migrated from effect amounts (bad) to data values (good), no change otherwise

 

Items

Serylda's Grudge
  • base arpen:  20% --> 25%
Void Staff
  • AP:  80 --> 90

For 14.12 the Vlad bug will still be in. Ill fix in 14.13 and adjust his healing accordingly

  • Empowered Q MS duration
  • W MS
  • W slow
  • E self-slow which nobody experienced on Vlad ever actually utilizes, since it just turns the "grace period" of overcharging into a pure detriment that's more likely to just make you miss.

Also, considering how overly reliant he is on summoner spells, have you guys considered going the Annie approach and making R give him a burst of decaying MS or something? Especially since the only reason he's doing so poorly right now are the Ghost nerfs.

Even if the amounts are small they are still valuable as a part of the kit. If we changed those values its likely something would have to be removed or significantly reduced (such as damage) which I don't think Vlad players would be happy with
