[2020] Statikk Shiv needs to be able to crit again

I haven't seen anyone buy this item in at least 6 months except the occasional Yasuo, but Phantom Dancer is what 99% buys on him anyway. Rapid Firecannon outshines Shiv in every way. It needs it crit proc back, or am I just totally wrong here?
