[2021] Fountain mana regeneration could use a buff

With all the recent talk about resourceless champions like Yone and Viego taking over the mid lane, I think something that is overlooked is how slow mana regen is in the fountain. It's bad enough that manaless champions with inbuilt sustain can push mages out of lane easily, it's even worse to back with full HP but no mana, making you wait until your mana has regenerated, which currently happens agonizingly slow.

I don't know what kind of buff would be balanced, but in my opinion, it's definitely something to consider.
