Seems like she has pretty good AP scaling, but very long CDs on her basic abilities. Q CD doesn't reduce per rank either, so W or E max might be how she ends up being played. Her ulti also has a reasonably long windup and slow missile speed.
Interested to see how she is built. She has a 160% AP ratio on Q(including recast), which 80%ap is potentially AoE. She feels pretty short range so some tankiness is probably needed. Mandate or Liandries will probably be best, you might be able to get away with Ludens some games.
She also has potential for solo lanes as she can self-cast W for the AS, MS & Revive.
