[2019] Why is screen shake enabled every single game no matter if you turn it off?

In the most recent patch, new video settings were added to allow for gamma, contrast, color contrast and screen shake to be able to be modified.

Every single game the screen shake option is set to on by default and you have to turn it off every game. Why doesn’t it save like everything else and just stay off?
