General:

  • new "casual surrender" rules are now enabled for normal games (non-unanimous early surrender)

  • W tooltip no longer mentions its Chemfog interaction
Anivia:
  • R tooltip now mentions the storm ends when you go out of range
Annie:
  • mana regen growth:  0.8 --> 1.0
  • P:
    • now set to full stacks on game start and respawn (currently not recall yet)
  • W:
    • cost:  90-110 --> 70-110
      • this change got reverted
  • E:
    • reflect damage while shielded rules changed:
      • old:  deals damage every time the target is dealt onhits
      • new:  deals damage when taking damage from attacks and spells, but only once per enemy per cast
    • reflect damage value:  20-60 +20% AP  -->  30-90 +40% AP
    • shield:  40-220 +35% AP  -->  60-220 +55% AP
    • haste:  20%-50% decaying  -->  15%-35% constant
      • this was in the initial patch but wasn't intended and got pulled
  • R:
    • Tibbers health now scales with +75% AP (base values unchanged at 1300 / 2200 / 3100)
    • Tibbers resists now scale with +5% AP (base values unchanged at 30 / 60 / 90)
  • R Tibbers speed:  370 flat --> 350 / 375 / 400
  • R tooltip now includes Tibbers stats
Azir:
  • R missiles are now castable while dead
    • this fixes a bug where if the caster died during the cast time, the soldiers would fail to have any collision, dealing no damage yet still going on cooldown (they now deal damage in this situation like they used to)
Mordekaiser:
  • W damage to shielding conversion:  15% --> 7.5%
    • this is actually a bugfix, as the shield conversion has always been half of the stated value since his release, so this change combined with that fix results in no actual change besides the tooltip now matching the effect
Nilah:
  • R tooltip healing reworked to be a bit more clear that the Q healing also applies
  • R tooltip healing also no longer has a bunch of decimals
Rammus:
  • W tooltip reworked to reflect the 13.1 math changes (this one won't be hotfixed yet but the rest will)
  • base health:  614 --> 675
  • base damage:  53 --> 55
  • base armor:  36 --> 40
  • W flat armor:  25 --> 35
    • magic resist:  10 (unchanged)
Syndra:
  • W cast winddown time removed
Zoe:
  • E now shreds 20%-30% magic resist when the target falls asleep until they wake up
    • this shred is currently bugged to apply to epic monsters (even though they don't fall asleep, they still get a fake sleep for the bonus damage, which still applies the shred even though they are normally immune to shreds)
    • while the intent seems to be only the waking damage benefits from the shred, it has some quirks:
      • the shred lingers a bit after being woken up, so multiple damage instances hitting at about the same time can potentially all benefit from the shred
      • a number of effects (mostly dots, but a few others as well) don't trigger waking up, which means that these can potentially benefit from the shred for the entire duration of the sleep

    • shield tooltip values for the Smite spell should now be updated to reflect the 12.23b hotfix (previously only the item was updated, but the item disappears when the Smite spell upgrades, leaving only an incorrect tooltip available)

Huh, I can’t believe I only just realized they were eggs to begin with. I mean it makes perfect sense, I just never looked at them long enough to notice anything but their colors.

Its because their tags were copied from machete and or talisman. Just a relic of the old system.

While I can’t speak for everyone, I know I can count on Noct’s toes how many times I’ve wanted to use my one CC on the caster minion next to the person I ulted rather than the champ themselves: zero. I’m sure that minion had it coming but it’d be less frustrating if the spell prioritized someone a little higher off the ground. And while toggling “target champs only” helps sometimes, it’s a pain to have to manage and toggle on and off constantly when a permanent solution has been implemented in the past for similar scenarios.

Interesting timing, I was having this discussion with fellow devs after we played against a nocturne that made this mistake a few times. I definitely thinks its worth a look and I'll bring it up.
