In THIS screenshot of the SkinPreview for the new Championship Ryze skin, you can see his scroll, COMPLETELY UNRAVELED, with ALL of its contents showing. But that's not okay. Because Ryze says that nobody can see his scroll.
"They want to read my scroll. It'll be the last thing they read."
"I could tell you what's on this scroll, but then I'd have to obliterate you."
This means that either Riot f*cked up, or Riot is secretly trying to kill everyone who wants to know the contents of Ryze's scroll. We may already be goners for looking at the first screenshot.
Edit: Summoners, Summoners, we may all rest easy tonight. /u/Naerlyn has given us an answer so sensible it seems to be from riot themselves. BEHOLD:

So far, you're allowed to see it, just not to read it. What if nobody can read the runes on the scroll, with this skin? Problem solved.

You won't have any idea what's on the scroll if you're not able to read it. Once again, no problem.
Now, sure, with Ryze's official lore, it wouldn't make sense for these runes to not be readable. But this right there is a skin. So it's totally plausible that:
- People are able to read the words on classic Ryze's scroll (but aren't allowed to)
- People aren't able to read the words on this Ryze's scroll (and aren't allowed to, still)
Given these things, these quotes remain respected.
