Before this patch if you didnt own a certain skin regardless of rarity, you would always have a chance at getting it hextech included. I have all skins, (take that for what you will) i just found out literally RIGHT NOW that i can not reroll for hextech sejuani AT ALL. While i understand Riot has to make their money somehow i honestly dont agree with them making this change for the 1% of players that own all skins in the game, this isnt right.
