This bug has been affecting Rell since release, aka patch 10.25.

Server: EUW

Type of bug: In-Game Bug

Description: Trying to recast Rell's E - Attract and Repel after exiting the tether range of the binded ally puts the spell on full cooldown without doing anything. It happens both when trying to rebind to another ally or when self-clicking to unbind. Re-entering the tether range makes the cooldown tick down to 2.75 seconds.

Steps to reproduce: Enter a game; bind yourself to an ally; leave the tether range by any means (either walk away, let the ally walk away, dash out of it with your W, etc); recast your E on an ally or on yourself.

Expected result: Your E should either rebind to a new ally (if cast on an ally) with a 2.75 seconds cooldown or unbind (if cast on yourself) with a 1 second cooldown.

Observed result: Your E goes on full cooldown without doing anything (no rebind, no snap, no unbind). If the previously binded ally comes back into tether range, the spell goes on a 2.75 seconds cooldown as if it was never on cooldown.

Reproduction rate: In practice tool it seems to happen about 2/10 times, it may be a matter of timing or exact distance from the binded ally, I'm not sure.

System specs: Intel i7 3770K, Nvidia GTX 1060 6GB with 515 drivers, Windows 10 (but the same occurs on Arch Linux, obviously).

I've been maining Rell for a long time and I've been plagued by this bug since release, I think it might even be the reason why she's so unpopular despite her being the best engage support. There are multiple other minor bugs, but this is definitely the worst one, please fix
