Contents of 9.24b:

Buffs:

  • Serrated Dirk (+5 AD)
  • Edge of Night (+5 AD)
  • Cloud Soul (30% MS for 3 seconds -> 50% MS for 6 seconds after ult cast)
  • Alistar (AD/level 3.62->3.75, Passive heal 20-139->25-161)
  • Ezreal (Q total AD ratio 110%->120%)
  • Garen (E damage/level 0-6.6->0-8.2 (partial revert of 6.24's nerf))
  • Gnar (Mega Q total AD ratio 120%->140%, Mega W base damage 25-105->25-145)
  • Graves (E CD 18-14->16-12)

Nerfs:

  • Elder Dragon buff (-30 s buff duration, 90-270->75-225)
  • Ocean Drake buff (3%->2.5% per stack)
  • Ocean Soul (180+40% bAD+25% AP+10% bHP->160+36% bAD+22.5% AP+9% bHP and 90+4% max mana->80+3.5% max mana)
  • Infernal Drake buff (5%->4% per stack)
  • Infernal Soul (damage 90+25% bAD+15% AP+3% bHP->80+22.5% bAD+13.5% AP+2.75% bHP)
  • Mountain Drake buff (8%->6% per stack)
  • Mountain Soul (Shield 225+20% bAD+15% AP+15% bHP->200+18% bAD+13.5% AP+13.5% bHP)
  • Shaco (E damage ratio 80% bAD+60% AP->70% bAD+55% AP, E mana cost 50-70->65 flat)
  • Heimerdinger (W damage 60-180->50-170 per rocket, R+E damage 150-350+75% AP->100-300+60% AP)
  • Aphelios (Calibrum mark damage 40% bAD->30% bAD, Infernum R additional target damage 40% bAD->25% bAD, Infernum R explosion radius 500->400)

Clarifying ocean nerf. The regen period was also extended from X over 3s >>> X over 4s

Ocean soul's impact on a team's winrate in an even game was actually around twice as much as baron or cloud soul, so we are nerfing it harder than the other souls

We wanted to simplify it if we could, which is why we equalized durations.

But:

  • Baron is a siege buff while elder is a fighting buff.
  • As a fighting buff, it simply takes less time for teams with Elder to force a fight since they have a large advantage vs waiting for minions to siege a lane
  • Even more so, because of this these two buffs play out differently - Baron asks the defending team to take a proactive action and engage a fight (or the cannon minion will take their base), while Elder asks the defending team to avoid a fight and stall out the buff (or they will get rekt by elder advantage). Unsurprisingly then, it also makes sense that Baron buff is harder to wait out (lasts longer) than Elder.
  • Therefore, when Elder ended up significantly overpowered, we will sacrifice simplicity (same buff duration) for better gameplay

This is a basic statistical misunderstanding because a huge part of that winrate is correlation.

Same reason Rabadon's deathcap has a high winrate. Not because it's broken, but because you buy it when you're already snowballing. In other words, it gets correlated with winning teams.

So it is with drakes. The team that was better/played better/was winning anyway would pick up the drakes along the way, so of course drakes would have a high winrate.

Here's an example. It's probable that firstblood has a surprisingly high correlation with winrate. But that doesn't imply first blood's reward is too strong. It implies that the better player, who is going to win lane, is likely to be the one to have gotten first blood anyway.

Who are you and why are you bringing LOGIC here?! I feel uncomfortable...

hes at the max predicted reasonable winrate on this day based on our release estimates, and his ban rate is extremely high. We expect him to continue to climb in winrate and banrate, so he'd be literally unplayable (banned) soon unless we act.

Kiiind of! We are lucky that we have loads of data coming in (worked on some video games where you have to form plans from 100's of games, not 100,000's), but separating causality from correlation is really tricky.

If a team has a 70% WR after taking 3 dragons, is that the power of dragons, or were they able to freely take 3 dragons because they were really strong and in a position to just take them?

hes within reasonable bounds atm, so unlikely. we try not to nerf champs just because they are popular if we think they are popular because they are fun (vs popular because they are just OP).
