Horizon Focus has been bugged on Vel'Koz since the season start

When season 14 started horizon focus was changed to no longer work on slows and only rely on distant skillshots (600 units) to work. After this change its passive "hypershot" stopped working on Vel'Koz's Q. This bug also happened when Horizon Focus was first added to the game but it was later fixed to work on Vel'Koz. So this seems like old spaghetti resurfacing.

I had cooldowns disabled to showcase the bug better.

As you can see the passive works perfectly with all of his abilities but when you recast your Q it doesn't trigger the passive. This seems weird because you can trigger the passive with your Q2 as long as you don't recast it.

I wouldn't have much issue with this bug but Horizon Focus was one of the best options for Vel'Koz and IT IS STILL BEING RECOMMENDED TO YOU BY THE GAME. So the game is pushing newbies to buy a bugged item on Vel'Koz and they probably won't even notice it. The item has been bugged for almost 4 months and it just needs to be fixed.
